Whitehouse has revoked Consitutional amendments!

It occured to me when reading this. The 3/5ths rule goes back to the original Constitution. In it, only White, Landowning Males were allowed to vote. I'm pretty sure most people in NY don't own property these days given the cost. But for apportionment of representation, others, especially blacks, were counted at 3/5ths of there actual numbers. Given that the proposed new DHS amount is 3/5th of the previous amount, and Bushco have revoked the rest of the Admendments to the Constitution, this only follows. I suppose the votes from women (mostly Democrats) will be discounted in this next election cycle.
