Actually I do sometimes feel like my cell phone is vibrating. I attribute this to the fact that it's a work phone and I'm sensitive to incoming calls. What I've found out, though, is that it's actually the belt clip creating friction against my belt when I move or twist in certain ways. For a while it was kind of eery.
What I find weird is that they have pathologized this. I get the feeling that my phone is vibrating sometimes when it isn't (it is usually set to vibrate mode). But I assume when it isn't that there is a reason for it and don't worry about it. Sometimes I miss calls, and sometimes I ignore calls too when I do notice them. I just don't see the problem. I don't understand the pathology unless it is in some way imparing ones ability to function in life.
